Ironically, the methodical Germans fully documented these two crimes perpetrated by Stalins Soviet Union. The better known one was in the forest near Katyn, a Russian village, where the Germans in 1943 reported finding the graves of 4,250 Polish army officers. They had been captured by the Soviet Army in 1939-40 during the occupation of Galicia and shot in 1940. Another 8,000 were killed elsewhere by the Russians. In 1989 the USSR formed a Commission to investigate and partly admitted this war crime was committed by the Soviet NKVD. Vinnytsia is a Ukrainian city 120 miles south-west of Kiev which had a population of about 100,000 in 1939. On May 25, 1943 a large German team of professors of forensic science and international experts started excavating three mass murder sites of 1937 and 1938 in Vinnytsia. The local population thought that about 20,000 people who had disappeared had probably been murdered there by the Soviet NKVD secret police on orders from Moscow. Procedures were systematically followed by the German investigators and everything was carefully documented. The victims had their hands tied behind their backs and were shot in the back of the head. From May to October 1943 there were 9,432 corpses, including 169 women, found in three burial places. Of these 679 were identified from their documents and garments by relatives. This is true because those with higher intelligent quotients have higher problem solving abilities that correlate to better life qualities. In an Australian study studied by Gottfredson, motor vehicle fatalities were studied, correlating intelligence quotients with motor vehicle fatalities. In the study, there was a direct correlation discovered between those with lower intelligence quotients, and higher death rates per 10,000 people. Ian Deary of the University of Edinburgh, in the United Kingdom did another study that shows how those individuals with higher intelligence quotients have higher qualities of life than those with lower intelligence quotients. For his study, he looked into the childhood intelligence quotient scores of a group of 80 year olds. In his study, he found that those who scored the highest on their childhood intelligence quotient tests were also the healthiest at age 80. These studies serve as evidence that having a higher intelligence quotient improves the qua lity of your life. College students who graduate with at least a Bachelor’s degree have on average higher intelligence quotients than those students who didn’t attend college, which means that those students who do graduate college with a degree will have a better quality of life than those who don’t. Another reason why getting a higher education is very valuable is because it offers many new opportunities to students that they would be unable to get without having attended a university. Most, if not all, universities and other higher education systems offer many activities in which students will get to meet many other new students. Many students will meet new friends who often become some of the best friends that they’ve ever had. There are also almost always sports, clubs, and other activities to get involved with that would be unavailable to those not attending a higher education system. Many people participate on sports teams in high school such as football, baseball, field hockey, soccer, basketball, wrestling, track and field, and softball, to name a few. After they graduate high school they do not have many opportunities to participate in their favorite sports ever again. Whether it is for competitive purposes or just for enjoyment purposes, universities offer the o pportunities to participate in some of their past favorite sports, or experiment with new ones. Another opportunity that students of higher education systems have exposure to that those who do not attend higher education systems do not have as readily available is the opportunity to study abroad. Studying abroad means taking educational classes in a country other than one’s own. Unless they are particularly financially wealthy, the majority of the individuals that do not attend higher education systems never get the opportunity to live in foreign countries for the entire length of a semester. According to a BBC news report, about 114,000 higher education system students study abroad each year at universities in foreign countries. Studying abroad is a great opportunity for higher education system students to take advantage of. When one studies abroad, they get the chance to learn about another culture through first hand experience, they get the chance to learn how to fluently speak a foreign language by merely being exposed to it for a period of time, and it is very pres tigious to have on a resume. Studying abroad is just another example of a way that higher education systems give their students more opportunities than those who do not attend them. Higher education systems can also be considered very valuable because they provide individuals with life skills that are essential to being successful in life. While studying at a higher education system, one is forced to develop essential time management skills much more so than at the high school level. With time needed for studying, attending classes, completing homework, relaxation, and doing fun things as well, one needs to manage their time in order to avoid failing out. These time management skills help out individuals later on in life. Another important life skill that individuals who attend higher education systems gain is money management skills. Some higher education system students work part-time jobs, but the majority are unable to find the time to do so on top of their schoolwork, so the only money they have for spending is either money their parents give to them, or money that they saved up before going to college. Either way, most students are on tight financial budg ets that require discipline to maintain. Students learn to only spend money on things that they absolutely need, and to save up their money rather than spending it all at once. These money management skills help the students later in life. While attending a higher education system offers many positives, it also offers certain negatives. One negative is the fact that higher education schools are often very expensive. Colleges are expensive, and it is hard for a lot of families to afford to pay for, however this is not a good reason for not attending. If one starts early enough, they can save money, look into financial aide opportunities, and apply for scholarship opportunities to help pay for their tuition. It has already been shown that the amount of money that college students will make after graduation is much higher than the amount of money those who do not attend will make, so if someone can make sacrifices in order to pay for college then when they have a career someday they will make it all back plus more. Another negative to going straight to a higher education system is that people are getting later starts to their careers. Some people choose to work minimum wage jobs, or take other opportunities like opening their own businesses. These options are all respectable, and sometimes do end up making people large sums of money, but the facts given to us by the United States Bureau of Labor show that the vast majority of the time this is not the case. No matter how tempting it may be to take a good wage job right after high school, it is always more financially beneficially to attend a higher education system. In conclusion, the evidence shows us that attending higher education systems is extremely valuable. One reason that it is extremely valuable is that it offers many great financial benefits. Another reason is that it makes individuals more intelligent. Those who attend higher education systems also have more opportunities available to them than those who do not attend them. This Act outlines how to protect and balance the health, safety and welfare of all workers at the resort or workplace. The WHS Act also provides protection for the community so that their health and safety is not placed at any risk by work undertakings. At this resort as an employer, our responsibility is to make a risk assessment and to put in place the measures that are necessary for the health and safety for all employees and others, including customers and visitors who come to the hospitality venue. This responsibility is called duty of care. It is needed to organise work systems, equipment and training to minimise risk of illness or injury. This would include health and safety work areas, safe equipment, protective equipment, safe access, security, safety training and supervision. You as an employee; whenever you are working in a hospitality workplace you must be aware of your legal duty of care. You must work in a safe manner and follow all safety instructions and work as you have been directed to correctly use or wear any safety equipment or personal protective equipment, such as gloves or hair covers. You must inform your employer about any hazards, injuries, faulty equipment or safety concerns (Sturt University, 2014). The Safety, Health and Welfare at Work (General Application) Regulations 2007, include more detailed legal requirements dealing with specific issues of health and safety at work such as noise, electricity, pregnancy at work, manual handling of loads, etc. Manual handling includes lifting and carrying boxes, putting down, stacking shelves, pushing, pulling or moving a weight, can lead to a risk of injuries to workers, (particularly to the back and repetition injury). The most common injuries experienced in this industry include sprains and strains. These injuries occur due to pushing, pulling or over working during the manual handling process. Strains and sprains can result from common day-to-day activities such as serving customers (e.g. balancing trays, leaning through the drive-thru window to serve customers, bending to pick up objects), and working in the kitchen (carrying hot  liquids, pushing fryer cleaning equipment, lifting and carrying full hot pans and pots). There is a high risk of chance to injuries for those who are young workers, male workers and night workers. Stress/fatigue can also lead to mental conditions such as depression and anxiety and increase the risk of accidents and injuries. It has been shown that staying awake for 17 hours has the same effect on performance as having a blood alcohol content of 0.05%. If an employer works more than 48 hours within a week, the individual begins rise levels to fatigue, and affect the health and safety. It is important for the employees to stay healthy, this means, the employer and employees will struggle to do the occupation right. Slips, trips and falls are an unavoidable issue that can contribute workplace injuries and accidents. For example, many accidents in the Hospitality Industry can cause injuries in a cafà © and restaurants such as slips, trips and falls (University Sydney, 2014). These are generally due to lack of housekeeping practices such as water or oil spilt on the floor. W hen this issue is assessed the potential for slips, trips and falls, it is important to look at out of sight areas such as freezers, cool and storage rooms, stairways, loading docks and behind bars (Worksafe, 2012). A sustainable business industry is about maximising the businesses potential without corrupting the environment. The environmental sustainability is the outcome of consuming resources, involving making decisions and taking the interest of protecting the environment and to reduce the negative impact on it (Legrand, 2007). Hotels have many benefits that are being implemented into sustainability in the hotel such as cost reduction, improved process efficiency, reduced environmental impacts and enhanced company image (Arthur, 2009). Therefore, integrating sustainability into business planning, policies, practices and training should be considered standard practice. Waste management is a main key issue with the hospitality industry. There can be times where our hotel and others as well loses customers due to the fact of construction of the  industry services. This would cost the hotel more money when purchasing items and materials. It is important for the industry to improve strategies for a good waste management plan. Recycling significantly decreases the total of waste going to landfill. This can reduce the waste costs in the Hotel if less gatherings are needed for general waste. With recycling, this will save money on waste costs as less gatherings for general waste will be needed. Resources such as plastic, paper and wood should be maximised to improve environmental sustainability. For the hospitality industry to improve the environment sustainability, it is needed to reduce, re-use, recycle and treat waste that cannot be avoided, to make this hotel industry less hazardous. In industries recycling is the practice of gathering and sorting materials such as paper, plastic and glass (Rai, 2009). This means that the raw materials that have been used previously are being used into new products, helping with sustainability and resource mana gement. Usually items and materials such as containers, boxes or bottles are being thrown away. With this we can contribute the thrown materials and being aware of the products by putting recycling and re-use policies into place. The use of energy is also another way that our industry can practice sustainability. Throughout the hotel, changing light bulbs to energy efficient light bulbs, turning off lights and computers after the end of the day can minimise the amount of energy that all industries uses. (Tourism WA, 2014) For the industry to improve it is suggested to switch to environmentally sustainable energy sources. This will help for the industry to minimise the amount of energy that our and other industries consumes. Water is another issue for the hospitality industry to be sustainable. Water is a needed resource for the hospitality industry due to its lack and its role with the amount of activities during the day in the property such as food production, energy use, bathrooms and outdoor facilities. For the industry to reduce the waste of water it is important that minim ising water waste minimises the cost. Implementing water saving will save money and help Australia to conserve its water resources. This will also save the energy bills as hot water requires significantly. Employing water saving techniques such as installing low flow shower heads or taps are becoming a more common practice within the hospitality industry. Reducing waste, energy and water consumption can save money and improve the industries environment and sustainability. â€Å"So don’t  just waste bills down the drain. Indeed, the play is about nothing; it merely follows the relationships of Claudio and Hero, and in the end, the play culminates in the two other main characters falling in love, which, because it was an event that was quite predictable, proves to be much ado about nothing The pronunciation of the word "nothing" would, in the late 16th Century, have been "noting," and so the title also apparently suggests a pun on the word, "noting," and on the use of the word "note" as an expression of music. In II.3, Balthasar is encouraged to sing, but declines, saying, "note this before my notes; there's not a note of mine that's worth the noting." However, Don Pedro retorts, "à ¢? ¦Note notes, forsooth, and nothing," playing on Balthasar's words, and also demanding that he pay attention to his music and nothing else. In addition, much of the play is dedicated to people "noting" (or observing) the actions of others (such as the trick played on Beatrice and Benedick by Leonato, Hero and Claudio). They often observe and overhear one another, and consequently make a great deal out of very little. Furthermore, women were very oppressed and maltreated during the time, and their status in society was very low. Their names were tarnished with classes, such as "Goddess," "Adulterer," "whore/wife" and "Shrew", and each woman was classed under those headings. They were classed as "nothing" and ... ... in Britain has been exploding over the last 50 years. One of the only one's in the play who speaks the truth is Dogsberry - one of the poorest people in the play. He is adamant that the truth should prevail. This shows that even though he is a "commoner", he is still better than the upper-class.

Behavioural Aspect of Budgeting in Public Sector Essay

Budgets are part of management control designed to promote the efficient use of resources and providing support for other critical functions. The extent to which any budget is successful is very much dependant on its acceptance and the attitudes of workers towards it. This paper focuses on the crucial role of the behavioural aspects of budgeting and how an understanding of its importance can contribute to a successful budgeting process. It describes the nature of budgeting and analyses the budgeting process in organisations. The paper shows why budgeting is important to firms and describes the impact budgeting has on human behaviour such as motivation and dysfunctional behaviour. The behavioural aspects of the budgeting process are also examined. Finally, the public sector budgeting process is analysed, focussing on the need to tackle Beyond Budgeting issues in the 21st century whereby organisations budget without a budget. In the literature review, it was found that there was no perfect means of ensuring a successful budgeting process but there was general agreement in many areas of how the process might successfully assist. As with most concepts, there were mixed opinions on some issues such as benefits of participation as opposed to non-participation. What was common is the view that the budgeting process in particular and management control systems in general cannot afford to ignore the impact of behaviour on these processes. The success and importance of budgeting relates to the identification of organisational goals, allocation of responsibilities for achieving these goals, and consequently its execution (Shah 2007; Robinson 2007; Drake and Fabozzi 2010). It is one of the most successful and useful management accounting techniques that can reap handsome rewards if properly understood and implemented. The process of budgeting involves setting strategic goals and objectives and developing forecasts for revenues, costs, production, cash flows and other important factors (Jr. Bierman 2010; and Bonner 2008). By putting together a financing and investment strategy in place, this will allow those responsible for financing of the company to determine what investment can be made and how these investments will be financed. â€Å"In other words, budgeting pulls together decisions regarding capital budgeting, capital structure, and working capital.† (Drake and Fabozzi 2010: 115). The general public’s idea of them is very broad, when in actuality serial killer’s come in many, many different shapes and forms. The world of a serial kiler has such a diverse group of people taht just a single, general idea of one doesn’t begin to cover all the traits and aspects. Their motivations are a vast range of reasons, some completely beyond comprehension. The recognition of the idea â€Å"serial killer† has not come about until the last century or so.
